"No, no. What that means is that I can't fly when I cast it. 'Enchant creature without flying.' Alright, I'll enchant your vampire, and I won't fly while doing it."

Even in blue, there are still NO CARDS that are strictly better than this.
Claustrophobia? Requires two colored mana.
Mystic Restraints? Ditto.
Psychic Overload? They can discard two artifacts to untap. (I've done it!)
Thirst? Upkeep cost.
Sleeping Potion? It's an illusion.
