This card gambles a lot. Roughly 2/3 of the time, however it works out. But now just having {R}, put the top card of your library into your graveyard, Chaos Harlequin gets +2/+0 would be considered balanced without the chance or the exiling. Of course, then Blue/Black mill decks would splash red for him, but still.

Bad card. Most decks have around 1/3 land (actually around 23-24 is best usually), so on average, you get nothing from 3 consecutive uses of the card and you've lost 3 cards from your deck. Permanent loss of cards from your library is a substantial cost in itself that should return a reliable bonus. The card would be much more balanced like this:
R, exile the top card of your library from the game: If the card is a land, -4/-0 until end of turn. If it is a non-land, +4/+0 until end of turn.
Alternately, you could make him a little more crazy like this:
Exile the top card of your library from the game: If it is a land, -1/-0 until end of turn. If it is a non-land, +1/+0 until end of turn.
the latter option allowing use limited only by the number of cards you're willing to exile. It should take approximately 30-40 cards removed from your library to reach him being a 20/4, which is pretty huge but at the same time super risky should your opponent respond to the last use with Terror or ... (see all)
