I suppose you could use this to have some sort of discard engine in reanimation, but what's wrong with Putrid Imp? While I'm at it, I'll make a pros/cons chart between these two:
Face of Fear:
PRO
- Power and Toughness are better
- Offensively, Fear is better than Flying
CON
- Lower Rarity
- CMC is cheaper
- Discarding is free
- Defensively, Flying is better than Fear
- Has Threshold
- Is a Zombie Imp, a better creature type than Horror
Do I need to go any further? This is a... 'putrid' card (HAHAHAHA GET IT?!)

Strictly worse than... well, damn near everything. Interesting to note: At this time, the two lowest-rated creatures on Gatherer both cost 
— this and Bog Hoodlums.

Face of Fear, we meet again. You tend to bum around in the worst cards in the game area, along with your buddies Bog Hoodlums, Aven Trooper, and the king of the bottom, Razor Boomerang.
Honestly, I rated you a 1 rather than a .5, because he's not so terrible he can't block weenies. He won't block anything useful by the time you play him, and his evasion is less likely to be effective than winning the game through Game of Chance without Krark's Thumb, but at least you can be a discard outlet, even if there are oh so many better choices.
So I'll give you a 1. Because you're still terrible.
