Honestly, that activation cost doesn't need to be there. It wouldn't have broken anything to just let him ping some stuff.

This card serves no purpouse in any deck ever everywhere. Every deck that would want this ability can get it at a cheaper cost or attached to a card with more value. Card is garbage. Move along people, nothing to see here.

Casting cost is good, cost to use is too high. 1 and a tap, or 2, with a 'once per turn' restriction instead of a tap.

I guess this was for the people that used Rod of Ruin a lot on players. Both costs reduced, targets reduced.
I'd prefer to target creatures, tho.

Just another old artifact letting players gain access to an effect their colors don't have in exchange for the card being very good. It serves a purpouse I suppouse.
