I actually like the concept of using him as a general, you can make him nigh-on invincible if you run cards like False Demise, Abduction, and Fool's Demise among others. The final one being the most expensive and least profitable.
The inclusion of flying was there to make up for the fact that he has a Shockable body, or whatever 2+ damage spell there was back in the day. Not that it helped, but it was at least something. I agree with LiXinjian, the fact you can bring back any creature-enchanting Aura back onto him is awesome, it's also fun in combination with Arcanum Wings, though the enchantment technically does nothing to him.
EDIT:
Totally misread the P/T... just like every other legendary wizard (or just about), he survives a bolt, or fever charm. So yeah... disregard the l... (see all)

You can do great things with this card. You can stack the Aura recursion activations to return more than one Aura per upkeep. Think Flight of Fancy, for instance, or Galvanic Arc. Hakim has potential.
And now, he can sign up with the bad guys.

An unorthodox ability, to be sure. If you're running an aura-based Commander deck, though, Hakim here is largely outclassed by Bruna, Light of Alabaster.
