It stops mana abilities!?! So if I have a triggered ability that says "whenever such and such happens, you may pay 
, and it's not my turn... I can't...

Autumn's Viel,Orim's Chant,Vexing Shusher,Silence, probably other cards..
This can be useful as a lot of cards "pay" for instant status, so reducing them to sorceries is quite a nerf.

This is highly powerful with all those Rhystic cards that require an opponent to spend mana to reduce their effect. They can't play mana abilities on your turn? Too bad.
