The basic design is obvious:
+Cantrip = +{2}
Negate = {1}{U}
The complexity and inelegance of the flavor text merely conveys the character of the Izzet -- completely focused on the project, and neglecting normal-people-things like eloquent speech. Negavolt is the only nonsense word here: In this context:
* "to fluctuate" means, "to cause to vary irregularly"
* "triharmonic" is comprehensible extension of "biharmonic" and would mean "having a function that satisfies the triharmonic equation," which would be \nabla^{6}f=0 (although I have no idea why you would care)
* "pentodes" are devices with five active electrod... (see all)

This is one of the cards that just could've had a bit more to it. One less mana would've been fair, wouldn't it? I mean, Negate costs less, so one more mana to draw a card could've been fine.
But maybe there's something I'm missing - feel free to enlighten me!
