This card is wrong on so many levels. When is Wizards going to learn that cards that give haste SHOULD cost less than what it should cost, especially when you know that it can be easily two-for-one'd.
First let's examine the fact that it requires two colors. What else is an enchantment, is two colors and is just as good? Oh how about Armadillo Cloak. That aura has 3 abilities: +2/+2, trample AND lifelink.
Now what does this 5 mana aura do? Give +3/+3 and haste. That's it? What about trample, something known to be in green and red? No instead we got an extra cost in mana, that's the ability, to get us to waste even more mana and turns to get to even cast this. And by the time we even cast it the other player(s) would already have an answer to it.
And i don't you would need the haste part anyway. If you played this on a 1 mana creature you're paying 6 mana for a 4/4 haste, no let's give it the benefit of the doubt, a 5/4 haste, but remember it requires two cards. If... (see all)

For I get an enchantment which gives one of my creatures haste and +3/+3. For one more colourless mana, I get Sangrite Surge, a Sorcery that gives one of my creatures +3/+3 and double strike until end of turn.
I know which one I'm taking.

All of the cards that currently want these effects are blue and white - Academy Researchers, Auratouched Mage, the blue ability from Simic Guildmage and to a lesser extant, Evershrike. Unless Nomad Mythmaker-Uril, the Mistsalker becomes a Modern combo, I don't get this. However, it could be like Blessings of Nature, which made no sense as a card until you see cards like Fathom Mage the following block...

You can't even use it with Bruna, Light of Alabaster. :( I forgot you need to attack or block with her to fetch enchantments.
I bet this card would be rated a little higher if it just gave +3/+3.

Haste.
How very useful on an aura for five mana.
Especially one with such an *incredible* power boost at that cost.

I don't know what went wrong, but it feels like this card had a third paragraph of text that got lost somewhere.
Add the effects of Rancor to this card, then it would be alright.
But like that? Come on, what is this even?
Even a semi-good case scenario is still terrible:
Let's assume you play this on turn six on a 2/1 one-drop in an attempt to at least make use of the first effect.
Congratulation, you...just wasted two cards and six mana on a 5/4 with haste. Wow.
Well. I'm not surprised this is currently the lowest-rated card in Gatecrash.
Looks like Wizards gave us another card to put into our Chimney Imp deck.

Okay, this is bad, but not that bad. Ignore the haste: permanent +3/+3 makes it overcosted by about , maybe a bit more. That's still a lot better than other sub-1 star cards like Celestial Prism and Wood Elemental. Not worth any more than 1.5/5, but doesn't really deserve to be under 1/5.
