There's an article in daily mtg (sorry, can't be bothered to search for it again :D) which says that this can be a sort-of indicator to black's future in terms of power-toughness ratio.
I'm not saying that black's gonna be all defensive, but I think that the design team had some discussions around this being possibly red or black. And they chose black, since it's more fitting for red to have creatures with higher power than toughness than it is for black creatures.
With that aside. There's nothing particularly exciting about this card.

A lot of people might overlook this guy because of his vanilla filling, but if you take a closer look at the rogue in question, he can be quite the annoyance. Effectively walling creatures like Tithe Drinker, Disciple of the Old Ways, Rakdos Shredfreak, and Riot Piker among other bears in the set.
I drafted Maritime Guard frequently in M11, and it usually gave me between turn 2 and turn 5 to drop what I need to before he eventually get's smashed. I don't think it'll be much different this time around for our vanilla 1/3. I think he'll be so overlooked that people will pass him all the way around the table- he's certainly not a bad late pick, so if you see something better, you can usually count on him coming back around. Don't underestimate anyone you find in the Ragged Flaggon.

I thought Dimir procured information for Ravnican guilds. There are all these cards that don't have dimir water marks that should be dimir, I dun get it.
