Isn´t this a fail to enchant on enemy creature? After all the controller of the card can pay it no?

The term "enchanted creature" refers to the creature that was enchanted by Krasis Incubation when its ability was activated, not any other creature that is enchanted. The ability doesn't target, you can't choose to put the counters on a different creature, and which creature is being given the counters is determined (and "locked in") when the ability is activated.

No. The player who played Krasis Incubation is the one who controls Krasis Incubation, regardless of which creature it was played on. Only that player can activate its ability (unless some other card changes this).

No. Only cards in play can use abilities, unless the ability says otherwise.
Creature lockdown which you can bounce before a sweeper hits (or when you no longer care about the locked creature/care about locking something else more), or a repeatable power-up, but kinda slow and costly for that, or put +1/+1 counters on enemy creatures for some reason...

I love this card as long as i have understood it correctly. Basically create infinite mana (not hard in standard now with elite arcanist + triton tactics and a few defenders plus axebane guardian.) then simply pump all your creaures to the required size for a win after blocks and swing.
And because its simic defending the whole combo isn't that hard

Pacifies a threat until more permanent answers come along, then pacifies another, and acts as a late game pump for creatures.
Also, like its Monoblue counterpart, this synergizes incredibly well with Theros block.
