The thing to remember is that in a good Goblin deck, this creature won't be a 2/2 the first time he hits the table. Even with just one Lord, he'll do 3 damage on his first entry and 2 when he returns, which is fairly significant.

No, it shouldn't have the same CC and PT as the Kitchen Finks, and it would be totally unbalanced due to the effect the Murderous Redcap has. The Kitchen Finks prolong the game, the Murderous Redcap ends the game faster. Reducing the CC simply speeds the game up by increasing the power of the Murderous Redcap beyond what the Kitchen Finks is capable of stalling out.

I really like the artwork on this card... Very cool Goblin.
The only problem is the cost... Even at 3cmc, this is not as powerful as Kitchen FInks, but at 4cmc... This is not even close.
Should have costed the same as Finks.. and should have been a 2/3 creature... That would have been balanced against Finks.
