In any deck that has even the smallest amount of life gains, his -8 is a win condition, especially in commander, two-headed giant, or other formats that make you start out with a higher life total than usual.

I immediately see a problem. Your reference to Ghostly Flicker (a card I love and use quite often for my control deck) would not work, because planeswalkers do not count as creatures.

There may be a few exceptions, such as Gideon Jura using his 0 ability to become a 6/6 human. Not sure how that works, honestly... but back to the point. If planeswalkers counted as creatures and suitable targets for things like phasing/exiling and returning to the battlefield, they would nearly all be broken or banned. A planeswalker able to refresh itself with Conjuror's Closet is just ridiculous to even begin to think about.
If you want your planeswalkers back, use Obzedat's Aid. Return target permanent to the battlefield?? Yes, please!

It's a good card and all, but I have to say, there's nothing like letting your opponent using his ultimate, then casting Rakdos Charm after it resolves. It's cruel, but great.

this card has won me so many games its not even funny usually has a big presence on the field and can severely change the tides of battle my favorite play is t4 advent of the wurm on my opponents turn t5 drop a land -3 the worm and blood rush it

Given he's cheap, he's meant to be used usually early. Taking that into account, doing his minus 3 will leave your creature tapped, and him open to be killed. 3 mana still isn't bad for a until end of turn instant that isn't a spell, and a blocker, but...planeswalkers should be planeswalkers, not utility tools to use like sorceries then a cheap shield.

Yes, you can +1 a creature and he's on 5 but I'd rather lay down a brimaz. Though I guess playing his -3 late game could do massive damage.

So yeah, he's a utility planeswalker that shouldn't be there for long. And...in my personal opinion of what a planeswalker should be, gonna give him a 2.7/5 Yeah he's good but he's a planeswalker acting like a buffed instant. Not my thing.

This guy, after wandering a lot in many types of decks, has found a true homeland in hexproof decks. I really like him one of the most substancial planeswalkers ever

His -8 is almost always a game winner so long as you have at least 10 life. Or you know, you could always -3 him on the Colossus of Akros
