This is easily a 5/5 or more when it comes out. For three mana, that's insane. We're talking Phyrexian Negator levels of Power and Toughness out of proportion with its mana cost, except without any drawback. If this doesn't see tournament play, I don't know what will.

I agree with CrasterofMuelties. The design is the flaw of this guy.
Rather than making it a triggered ability, they should just have worded the card to enter the battlefield with the counters immediately.
This is the case for almost every other card in existance — Modular, Sunburst, Graft and Bloodthirst alone are all keywords for creatures that work that way. Then there's also Clockwork creatures, Spikes, Hydras... the list goes on.
Admittedly, this wording has probably been intentional. Maybe for flavor reasons (as an acquired boon, see artwork).
But I still think it was uncalled for.
