I think WotC wants to slowly up the card count of Turbofog until you can play it in EDH.

I guess this here is what we'd call the thinking man's Fog, because if you do it right you can take out one or more of their creatures through advantageous blocking, with the knowledge that you won't be taking damage yourself later. Still, I'm not smart enough to use it like that so for me it's just an expensive Fog.

Costs more than Fog, but I like this better. With the knowledge that you are going to cast it, you can set up profitable blocks with creatures that otherwise would have needed to chump block. Fog effects don't really have to be low costed in terms of limited.
