This would be a nice card to pull with Chandra's ultimate, and with plenty of scry around that's not completely out of question, but other than that...

In a Grixis Commander deck, this card can create an interesting combo between itself, Radiate, and Eye of the Storm(or any other consistent spell copier). Radiate makes this card target as many players as you want to (unless hexproof?) and Eye of the Storm gives you an easy way to recast those cards. This combo is not resilient and can be easily played around, of course, but it at least provides you with an interesting win condition - the puppet master.

3 mana more then time warp. You get time warp and situationally can end the game. Imagine if they had a Zuran Orb for some strange reason.
