This is just annother "meh" common. Its not verry good. Even in limited its only kinda playable. And there are already a ton of 5 mana 3 power fliers (that are commons) that don't have the nasty drawback,
2 out of 5

He's bad, sure. But... he's also as strong and tough as a giant. Is no one else impressed?

I imagine that this seagull is at least 20 feet tall. It's the Spruce Goose of seagulls. It takes so much speed and room get airborne that the land is destroyed.
They should have put some regular birds into the drawing for scale; they'd be about the size of its eye.

Aven Windreader and Hydromorph Gull are both almost strictly better, the only thing keeping them from being strictly better is that they have a cost of 3UU instead of 4U. There are numerous cards at a cost of 4U that are also almost strictly better, with the only difference being creature type (which TECHNICALLY prevents a creature from being strictly better than another, even if it doesn't actually happen in games with obscure creature types like Bird). There are also some cards at 2UU which are almost strictly better, with the differences being the creature type and amount of coloured mana in the cost. All in all, a completely outclassed card that's only saved from being strictly worse than many other cards by technicalities.

First--too high mana cost
Second--bad drawback
Third--Flying should come with it
Fourth--should have either higher p/t, or lower cmc
I think I know why the farmers are scared of them. They are too afraid to put them in their decks.

This card always breaks immersion for me. A glorified seagull is 3/3?! WTF?!

What?? But... but... blue has had a 3-3 flyer for four since the very beginning!
How did this happen?
