Definitely not as bad as a couple of other horrible cards, but not good either. This thing is a Porche compared to Mishra's War Machine.

Apparently, the goblins of mirrodin are, both simultaneously, very good and very poor mechanics. Their war machines are crap terrible, where as their giant lazers (or charbelchers, whatever) of death are masterworks.

This is terrible, but it's not worth less than 1. It's a 3/3 for {4} in any color, which can at the very least block. It also can be used in the occasional combo involving an untapping effect, so eh.
