In Modern, this is an awesome sideboard card. Prevents both Kiki-Jiki and Splinter Twin from producing Exarchs or Pestermites, obliterates Birthing Pod decks, hoses some Affinity cards, Grim Lavamancer, a couple Merfolk cards, and pretty much everything else ever. Reprint please!

This is obviously weaker than Null Rod, just to get that out of the way. Fortunately, this has a large advantage that Null Rod does not.
It's Modern Legal.
Think about all of the Modern decks this completely shuts down.
Pod: What Birthing Pod? What Viscera Seer?
Twin: Yep, that Splinter Twin'd Pestermite is really helping...
Living End: Cycling does not exist today!
Affinity: Screws Cranial Plating and Steel Overseer
There are probably more decks it beats that I have not listed. Also, keep in mind that this can be used in ANY sideboard in ANY deck. This is a superb card, and I am shocked it is not seeing more play.

I don't believe this stops cycling abilities. It disables activated abilities of artifacts and creatures, not artifact and creature CARDS. What I'm saying is, the way it's worded, it only affects Permanents with the type artifact or creature. Normally, abilities that affect cards in zones other than the battlefield specifically use the word "card" (or "spell" if the zone in question is the stack).
