It would be based on time stamps. The latest Steal Enchantment to put onto the field takes precedence. Player 1 would have creatures with haste.
On another note, I never knew about this card before just now... and I'm in love! Gonna enjoy this in my EDH deck.

But I still played four of these for a while against those decks that combo'd Show and Tell into Omniscience. Your all-knowing. I takes it.

You can enchant someone elses enchant enchantment to take back the enchantment they previously enchanted and stole.
