Flash doesn't have to be used for surprise, you can keep two mana open for responses and then drop this in their end step if you didn't need any.

Still not very useful, though. The three mana to untap an artifact really sinks it.

To those who feel like Wizards went off the deep end while making Mirrodin Block, at least they had the sense not to put Voltaic Key in the block!
