This card already won me a dozen of Commander games. Beeing able to shuffle everyones graveyard and hand away is huge. It shuts down so many combos and decks. I play it in a Damia deck, since she doesn't care about a shuffled away hand.
The draw seven part is cute, but I can't remember using it yet. Still, beeing able to have others draw seven cards can be fun in multiplayer too.

Always a fun card to play in EDH, that is if you have Plagiarize or Niv-Mizzet, the Firemind.

I've only really ever used it as a mind twist + library recursion, and when it was type 2 is served that purpose remarkably well.
I have long since graduated that deck to Legacy format, and still use it very effectively for the same purpose! With sufficient card draw advantage, 7 mana to strip your opponents' hand(s) and reshuffle your deck is a bargain, and the alternate ability to draw 7... I might have used it once?!? Maybe?!?
But it's there!

I think this card is overcosted for what it does... the basic purpose of drawing cards is to be able to cast them... and with a casting cost of 9... you just offer your opponent(s) a new hand of seven cards and most likely you are tapped out... not exactly a good situation for blue.

I think the price increase it due to the fact you can choose. If it was just "Each player draws seven cards" I think you'd agree as that usually is decently expensive. The first half (and the other similar cards) slanted your view. You ALWAYS pay for the ability to choose in MtG, no matter what the options are.
With this you can just draw if you are ahead or locked them down. You can disrupt them with the shuffling effect if you are behind. Or you can entwine if the game has stagnated and you need a tie breaker.

Unlike the other good Entwine spells (Tooth and Nail, Promise of Power), this ability is not good with itself.
You choose the outcome depending on the situation: no cards in hand while they have many? Use Option 1.
Have Jin-Gitaxias/Niv-Mizzet out? Option 2.
You shouldn't choose both. It's like playing Collective Voyage without some untap shenanigans (EG Sword of Feast and Famine, Bear Umbra, Seedborn Muse, etc..)

This is the first time I've seen the gatherer community misunderstand a card. Some people get it but most dont. This isn't an over costed timetwister. At its best this is a identity crisis with options in blue. Great for EDH. 3/5
