What is Barack Obama's dog doing in Kamigawa? And why does he have nine rings and hate spirits?

As for the card itself, it's not good. With an imagecrafter or Unnatural Selection however, mono-blue would have a somewhat efficient way to pick off pesky creatures with one toughness.
