Keep in mind the block before this was mirrodin, one of the strongest blocks in magic history. The kami block suffers from having to tone everything down a notch, to get the game back were it needed to be at.
For being a narrow hoser, it could have cost . But If I was playing in the Kami block, I would definitely use x4 of these in sideboard, if not maindeck.
Also, its weird that this card would not counter midnight haunting.

Gainsay is an example of a sideboard-counterspell. Hisoka's Defiance is a trash bin-counterspell.

But seriously: nope. This sucks. It's too specific, and the cost causes it to be compared with cards like Negate and Mana Leak, where it just gets destroyed.
