I have no idea how this monstrosity got through playtesting unscathed. One of the most ridiculously overpowered cards from the Mirrodin block, and it's only a common! What the hell, Wizards? did you really test this properly? It's just insane in Affinity decks! A mere Ornithopter becomes a killing machine, and after you sweep their creatures they just carry on with the beating using Blinkmoth Nexus. This card is the reason Affinity is still alive. And it really shouldn't be, after all the bannings...

It's in the game-breaking level. You can easily get this out with enough mana to use it's attach ability ad attach it in response to attackers not being declared. In an affinity deck, this card is broken. But then again, not paying mana for your spells is kinda broken in and of itself now, isn't it?

It's common, so everybody has a good chance to get it. If everyone is on equal ground there, then it isn't imbalanced. At least that's my view on it. I've seen three of these on the table during a 3-way match. Hellacious damage totals.

It should be common, reason 1, those of us who are casual and only sometimes play tournaments can't afford a 500 dollar deck.
And to elaborate even more on that topic, of Master of Etherium + Cranial Plating, make Master flying or unblockable, pssssst Whispersilk cloak, Steel of the Godhead.
