Does this negate the ability of Crypt Sliver?
Yes, since shrouded creatures can't be targeted of spells or abilities-

Does this apply to Sliver spells as well as Sliver permanents in play?
Yes. All Slivers litterally means all Slivers. The wording is old, but that's just how it was written back in the days. Nowadays, it would say "Sliver permanents have Shroud", unless it got errata to only affect creatures. We'll see about that once the rewriting of the rules texts of Gatherer are done.

Does this apply to Sliver spells as well as Sliver permanents in play?
I think Crystalline Sliver only affects Slivers on the battlefield; not spells being cast or anywhere else for that matter. The default "area of effect" for such abilities are the battlefield (unless Day of Judgement has started destroying creatures in each player's hand). Slivers can still be discarded and exiled from player's hands with cards like Castigate, and as Shoalsus... (see all)

So does Crystalline work with Overlord's search ability or, on the same page, Homing Sliver's slivercycling ability? Also, if I have a Crystalline out in play, can I "target" slivers already in graveyards??

Great inclusion in a sliver deck. The only thing to worry about is board sweepers when this is out.
