To me, this little guy is way more appropriate than the existing vanilla-tacular Grizzly Bears. For something that's arguably one of the strongest non-magical creatures in the wild, 2/2 is a pretty low power/toughness. It makes more sense if its a young bear.
Also, he's freakin' adorable, which makes it somehow a ton more satisfying to make him swing at someone. "Aww, look at him mauling you. Who's a good face-ripping cutie? Who's a good face-ripping cutie?"

It's not as powerful as an adult Grizzly Bear, the flavor text clearly states that it has its mother's teeth to guard it, thus it is the mother who is as powerful as a Grizzly Bear.

Obviously Runeclaw Bear is weaker than this normal bear. Runeclaw Bear has magic imbued in its claws and it's a 2/2. This is a plain ol' baby bear and it's a 2/2
