An exceptionally strong card, arguably the second strongest in the game. This card, in addition to Ancestral Recall will ensure that every Vintage deck will play blue (if the owner can afford the power 9)

I don't believe it was intended to be fair. Way back when, there weren't online spoilers, public information regarding print runs, and the game had a much smaller fan base. Players weren't expected to know as much about the game, and they certainly weren't expected to buy the cards in the quantity that they did. The designers wanted it to be an epic (and infrequent) experience for someone to crush his opponent with a card like Time Walk or Black Lotus. There would be rumors circulating about that 'insane card' that was rumored to exist, but perhaps none of your friends had actually seen--it was almost as if they were shooting for a Mythic Rare status from the beginning.

This and ancestral recall are the only power 9 cards that really jump out at me as being overpowered. (Before you start whining, yes, I KNOW that the moxes and black lotus are extremely overpowered, but on the surface they just seem like nice little boosts, rather than game-breaking cards.) This, however, just reeks of overpoweredness, giving you an extra card, an extra attack, an extra land drop and numerous other "Extras" over your opponent. I'm really wondering how it managed to make it through playtesting without being spotted as degenerate, lol.

Just use Izzet Chronarch to return this to your hand or Izzet Guildmage to duplicate this thing. I also think WotC obviously thought this was too overpowered and created a Time Warp instead.
Make a deck with these in Vintage:
1 Time Walk
4 Walk the Aeons
4 Time Warp
4 Reminisce
1 Timetwister
4 Time Stretch
4 Time Stop
(And other stuff)
You can guarantee your opponent won't have a great TIME.
