Great in a sliver deck, since slivers have plenty of use for colorless mana, but it still gets you whatever you need to bring out a legend. And once you have a legendary sliver out, you should be winning anyway.

Technically it uses charge counters...if you made it an artifact, there are several ways to charge it up. Not sure if it'd be worth the trouble though.

Gemstone Mine does have three counters though, and the Ravnica bounce land trick can be done with It just as well, except it also works for other things. It lacks a normal mana production ability, though. It is ALMOST strictly better.
The Vivid land cycle always taps for colored mana, but comes into play tapped, and has only 2 counters. I think the Vivids are usually better than Gemstone Mine. A simple Amulet of Vigor breaks them in comparison to half the color-tapping lands out there. A few are better still, but the Vivids are Excellent.
