This card is madness. The beauty of it all is that you can spend your 3rd turn tutoring and cast your 4-cmc spell on your 4th turn.
4.5/5 for being an excellent tutor. Moreover, it can't be countered by regular counterspells. The only backside is that it's a creature, but having fear, I guess it fits nicely in a slow control deck where your strategy is to slowly grind your opponents down; having a creature with evasion is always a good alternative if your manlands aren't able to get through or if you want to speed up the victory.

The four-cost transmutes are doing a good job of finding Jace the Mindsculptor for my in my Wrexial the Risen Deep EDH deck.

No, both Nighthawk and Megrim cost one too few.
That aside, Transmute is always a good addition to make an okay-good card better.

Transmutes for Korlash, Damnation, and Tendrils of Corruption. What more could you want for mono-black control?

Besides Damnation and Tendrils of Corruption it can also pull out Phyrexian Obliterator or Abyssal Persecutor

Not to mention he is quite well costed, 4 for a 2/3 with fear and the somewhat pricy ability to regenerate.

Now it also transmutes for Vampire Nighthawk, which is very desirable. Also can be transmuted for Megrim if you're playing heavy on discard spells.
