This is really bad. If it cost blue to regen, it would be over-costed, but maybe of value. Since you either have to be playing B/U, or at least splash, this is way over-costed.

To everyone saying about having to splash black and such, you do realize this was in Ravnica: City of Guilds, right? 
, aka Dimir, even has a watermark right on the card. Don't get me wrong, this card isnt cheap, and isnt very good, but for limited it was decent. Especially if you take in to consideration the fact the Dimir was a slower, control-based archetype, a blocker that can block the majority of threats AND regen to do it again next turn is a very good thing to have. 2.5/5 for a limited card, and even then only in certain decks...
