this guy is awesome, if you have 8 or 9 mana at the beginning of your turn, you pay 4, draw a card, and then play your guys or spells, sure the abilities are expensive, considering that you can draw two cards for 2 mana with sign in blood or two cards for 3 mana with divination, but this guy gives you the option to do it every turn, just everytime you want. Again
only good in late game, if you have mana for drawing the card AND playing something

No, that's Azure Mage. Which is better overall because it fits perfectly into Caw-Blade as a sideboard card.

Also good for U/B control decks. On your opponents endstep, if he/she didn't play anything worth countering and has no creatures worth removing, pay 4 and draw a card/force a discard.
