yes it does, majinara is saying to use the glacier to tutor for a basic, then play the boilerworks (or similar)
that's already in your hand and bounce the glacier.
And in response to your projected response: It's very easy to follow what he said, I did it under sleep depreviation.

I like playing these lands with thawing glaciers. Tap the glacers to tutor for a land. Since you'd return the glaciers to hand at end of turn anyway, play one of these bounce lands and bounce the glaciers back. That way you have an additional land available next turn.
The bounce lands ain't bad in general, but obviously very vulnerable to steal/bounce/land destruction and whatnot.

Downsides:
-You lose a step in the mana ramp. Like any other "enters the battlefield tapped" land.
Upsides:
-It's actually card advantage: you need one land less to reach the same amount of mana avaible.
-Mana fixer (and a budget one...)
-Landfall
A lot of people say that it's a huge lose when someone destroys it, but actually it's not very different from destroy any other dual land. For example:
I have a Izzet Boilerworks, an Island and a Mountain, so 4 mana, like if I have 4 land in the battlefield. If you destroy my Izzet Boilerworks, I have only an Island and a Mountain, like if you destroy my regular third land, nothing less... So as long that I have my Izzet Boilerworks in the battlefield, I have card advantage, until you use your card to cancel it, ending in a tie... The card advantage is payed with the "enters the battlefield tapped" ability.
5/5 for such amount of implications...

This cycle of quasi-dual lands was uniformly gorgeous. I want to put a Boilerworks in my deck just so that I get a chance to look at it.
The whole cycle is fun with Bloodghast and Hedron Crab and the other landfallers, since they can bounce themselves repeatedly. After all, what says "landfall" better than a card that drops into play only to pop back up again each turn? Bouncing Boilerworks!

While entering play tapped is a major drawback, having to return a land to your hand doesn't matter. You can tap it first to put mana into your pool, so the only loss you get is the Boilerworks entering tapped. While this does mean that you won't have that mana open for counters on their next turn, if you are playing Boilerworks you probably aren't having a very central "draw go" strategy anyway. The point is, this is a very good land that can give you card advantage and get your ahead on mana.
