i absolutely think this card is great if you are playing an esper deck, i mean, you don't have to play full artifacts, but combine this with 4 sculptors, you got -5 off of your artifact for playing, that means inkwell will be able to be brought out quickly, any sphinxes becomes easy to play, any artifacts you have in your deck is practically free, so there you go, with the extra bonus of your opponent having to pay one extra...

He's nice, but I don't know about his manna cost. If the Idea is to inconvenience your opponent, that wouldn't it be better to get him out on practically on the first turn.
I don't know I just think he would be better if he had less power and toughness. I's not like he's going to go out and dominate the playing field using brute force anyway.
I just think he might be better if he were a 0/1 that cost just one white and one blue, although, admittedly, it is cool having a blind old man in a hover chair that could beat the snot out of a grizzly bear.
My only complaint: manna cost interferes with his ability to show up early and make your opponent whine the whole game though. also, he doesn't end games quite as effectively as I have seen some cards do, its not like when they see this guy your opponent will scream and hide.
He's also a bit difficult to supper combo with and structure a deck around. Ah, well.
So:
base rating: ***
highish manna cost -*
Difficult to center a deck around... (see all)

EDH general. Tagged with Followed Footsteps with a Mirror Gallery in play. After a couple of turns, it pretty much locks the game down completely. Give him shroud and indestructibility, both which are common abilities in blue and white respectively, and your opponents will be saying, "GG, round 2?"

One of my buddies told me that at a tournement he got ruled that this guy doesn'e make a blue and white spell cost 2 less but that you pick a color and the spell only costs one less. Which is pretty much the dumbest thing I've ever heard
