This is no Simic Sky Swallower, but I managed to build a discard deck with this, and had fun Ravenous Rat-ing all their permanents.

awsom card. powerfull for sure, though wether or not it is good is arbitrary. it is very expensive. but if you can keep it in play you will most likely win. very good if you have a compleat lockdoun combo so you can stop them from playing whyle symletainiosly getting rid if evrything they already got out.
edit. extreamly good if you can get multiple out, i just realized it was not legendary.

Generally if someone plays this in EDH, mono blue deck, it's game over if you can't get rid of it. All they really need is to bounce back and forth Sol Ring, Crypts or something or top infinitely to win.

Combine with a beefed-up Animar, Soul of Elements and a Cloudstone Curio to return your opponents' permanents to their hands and build up a storm count (or just get Animar infinitely large and swing).

I like this guy with Forced Fruition. Pick off the threats on their field when you cast a spell and their hand fills up. If they cast a kill spell, fine, they overfill fill their hand and are close to mill at this point.
