Yes its not necessarily worse than lightning bolt in the fact that you can actually use boggart harbinger's affect to get it, if needed. not to mention boggart birth rite and wort, boggart auntie can bring it back.

Tarfire can also be useful if you run Door of Destinies. Burn your opponent or a creature and pump your Goblins at the same time. :)

try combining this with Goblin Matron, Boggart Harbinger, Goblin Ringleader, or Goblin Recruiter, you have a seachable Shock.
Boggart Birth Rite or Wort, Boggart Auntie, and do it again.
other ones with the same concept: Shock Troops (sadly not a goblin) and Tar Pitcher.

Probably even better than Lightning Bolt in some decks, namely Goblins and Tarmogoyf-centric decks.
