This has been underpowered for a long time, though I like the older flavor text which flat out says it is a relic from an older era... although that era was one of overcosted artifacts. The new flavor text is just trolling - everyone knows this card is bad, except Saldrath, the questionable artificer, apparently.

One time, a bunch of my friends came over to have a Sealed with a box of M10 we'd pooled for. There were cards flying everywhere, and the prize was first pick of rare (there was a Nocturnus, we were all kind of n00bs) and competition was hot. I had just finished my 3rd game, my 
deck was doing awfully, and things were tense, so I picked up one of these and placed it on my crotch. Everyone then looked, and we all were silent for a moment. Then everyone just burst out laughing. I didn't come in first or even 3rd that day, but it was the funniest MTG moment ever.

And then Saldrath was killed by a passing Chimney Imp when he tried to test out his masterpiece and found out it takes the energy of a whole powerplant to activate while being about as damaging as a mosquito bite.
