If it sits on the board and people do stuff with it, then its a permanent. Hexmage's ability targets any permanent.
Why did they give Hexmage First Strike? If they're tacking on random abilities, why didn't they give it Flash and Protection from White?
If they're tacking on random abilities, Rhox Meditant could use one a lot more than a creature that already belongs to a powered-up tribe. We're basically being told what to play (if we want to win).
