I can see why this was placed at 4U to play since if you have any reusable flicker effect you can essentially use this guy as an Isochron Scepter without the 2 CMC restriction. Still, I think they could have either cut the mana cost to, say, 2UU or even 1UUU if they really wanted to restrict it, or upped the toughness to 5 or 6 to compensate.
Has the potential to really help you out in a strict permission deck, since you're getting card advantage and both of those cards are things you likely really need (a draw or counter, plus a blocker). Still, I'd expect a bit beefier package for 5 CMC.

It's not perfect but it could be fun in multiplayer or with someone's "slow" deck with a Followed Footsteps thrown on it.

Pretty nice in EDH, and in any blue/green deck, it should be run alongside Eternal Witness. My The Mimeoplasm deck really loves these two as a way to get back spells I self-milled into the graveyard that I can't just resurrect.
