I think it's the weakest titan. Along with the red one, this probably won't see play in constructed, but like all the other titans it can really wreck face in limited. Nerfing its troll shroud seems necessary considering this is a really mana efficient body for blue.
EDIT: Boy, was I ever wrong. Never noticed that he wins a titan war.

Apparently it's found it's way into top tier standard constructed decks. Look at Kamiya Shogo's Titan Control:

It utilizes Primeval Titan AND Frost Titan with Destructive Force to really put the lockdown on your opponent.
From what I can see, every Titan is good in it's own way and each one is very powerful in the right deck, especially when you can combine two of them together.
I think the best Titan on it's OWN is Grave Titan as it can fit in nearly ANY deck with enough black mana to support it. Frost Titan is very good on it's own as well as it can always tap a land.

All the titans are really, really good. Saying that frost titan sucks because primeval titan exists is like saying that Willie Mays sucked because Babe Ruth existed.

I'm really hoping people are just misprinting when they say "Oh, it can tap a creature."
It can tap any permanent, and keep it tapped for an extra turn.
Sure, creatures can mostly be the best bet,
But his primary ability isn't so lackluster as "Tap target creature".

I'd say this titan is worse than primeval titan. Then again, all titans other than primeval titan are worse than primeval titan.
Don't underestimate that tapping ability though. It shuts problem creatures down, especially those that can come back from the graveyard (Vengevine anyone?). However, this titan is not that great by itself, like some of the other titans (Primeval, Inferno, and Grave).
This card works best as a piece of a machine, performing a very powerful function in that machine. It is beautiful in UW control: It's big enough to be a win condition, and it operates as a piece of control at the same time. Combos beautifully with gideon jura, and as a last resort, can defend against gaea's revenge
As for giving him shroud: NO. Remember, he runs in blue, meaning counterspells. What he does is make it much easier for blue to keep him from getting killed by cheap removal. If he had shroud, he would be better than all the other titans. By a long shot.

This card was probably way more powerful when it was first tested:
Frost Titan
Shroud
Whenever Frost Titan enters the battlefield or attacks, tap up to 2 target permanents. Those permanents don't untap during their controller's next untap step.
The abilities it has now feel like watered down versions of those abilities.
They could have at least given it flavor text. :-(
