This card is awesome in Commander/EDH in about two billion different ways if you spend five minutes adjusting your creature list, specially with Riku of Two Reflections, even if he isn't your general.
I'll even risk saying this will probably win you the game if it stays.
The only possible issue is that you have to cast the creature from your hand, so no shenanigans with suspend, Intet, Garruk's Horde, etc.
In other formats? Fun in casual, if you have game-ending 7 mana creatures or build some combo deck around it.

Any idea how this plays out with quicksilver amulet? My first thinking is it depends on the wording. "cast" or "put into play". Seems like a quick easy way to fatties out early on, if it's legit.

This card is awesome fun in casual. 1-drop elves tutor out Elvish Piper, Rhys, the Redeemed , Krosan Beast, etc. And now with the Piper on the board, pipe out a nuke, and tutor out another one with the same total P/T.

Taking you guys way back here, but Viashivan Dragon. Actually, any creature with firebreathing is really nice with this, as the creature's power and toughness total are checked upon resolution, right? So that lets you tutor up basically any creature you want if you have the appropriate mana.
