It's a strong effect, but it costs seven mana -- that's the same amount Cruel Ultimatum. So no, it's not overpowered. You should expect cards this expensive to swing the game around.

Well, this is a weird card. White is supposed to be the colour of equality, fairness, justice, etc. Boosting your own creatures at the expense of those of your opponent, without anything to compensate him for it, is completely "out of character" for white.

Or is this representing the phyrexian corruption in Mirrodin? I don't know this block all that well.

@ private vendetta. I'm fairly certain this would work. Because as you said the -2/-2 would lower the creatures toughness to 0 and would die (seems so strange to say 'die' as an official term) as a state based action at the same time the 2 norns would. I quite honestly would not want to waste my norn and my meta morph just to kill a few creatures though.

@Dexal: You're overlooking a lot of flavor text. Urabrask hates all of the other Praetors' guts and actually lets the Mirran resistance live in his territory, while refusing the other Phyrexian factions entry. Plus Red Phyrexians, due to the highly individual-based nature of Red mana, are capable of feeling compassion and other such emotions. On top of this, Jin-Gitaxias and Vorinclex can't stand each other. Elesh Norn's and Sheoldred's goals seem to be pretty contradictory to each other. Jin and Elesh, while staunchly allied on the face, don't seem to trust each other completely. I'm willing to bet that we will return to Mirrodin one day, and there will be a New Phyrexian Civil War. And it will be glorious.

My first praetor of the set, and by FAR my favorite. Holy sh*t is this powerful.

Put this in my white weenies deck, in case of some stalling, and it wins EVERY time. A buff and a de-buff in one card should not be underestimated.

5/5. Favorite legendary creature of all time. My most prized card.

The Praetors display some of the better art I've seen in a while, Elesh Norn, Grand Cenobite taking the cake. I thoroughly enjoyed the Scars of Mirrodin block, too. Well done, Wizards.
