Seems more like a Soldier then a Warrior to me. And that BIG crossbow only deals 1 damage? That also seems wrong.

Personally, my take on the flavour is that he's on wolf watch and he is hesitating at shooting his "kin", thus his power is below the norm for red at that CMC. I know it doesn't explain why his power isn't higher vs other creatures but at the end of the day, they can only go so far with flavour vs function. As someone who has MAJOR issues with flavour fails such as Xathrid Necromancer(I get that necros rez all manner of things, but it really was a perfect opportunity to use zombies in the art)my reasoning above sits ok with me.
