This card singlehandedly just put my Glissa, the Traitor EDH deck over the top. It's an artifact, so I can use Glissa to repeatedly recur it to recur non-artifact cards like Demonic Tutor, Damnation, Entomb, Krosan Grip, and all sorts of goodies. And to top it off, I can use it to mill myself to get more even more goodies to recur.

Yeah the milling isn't very efficient in any sense, but the return effect is definitely worthwhile.

Not so much of a thing in Standard as long as mill isn't a viable strategy, but compared to the original Millstone, has a bit more versatility. Yes, the Millstonewill deck your opponent faster, and if that's your only goal, have at 'er. But, a couple of other things: Codex Shredder is an uncommon (Millstone is rare); it costs half as much to cast and costs nothing to use, which takes pressure off of your mana base, making it easier to use with effects that place cards on top of the library; and a colourless, non-counterable, and instant speed regrowth effect.

Works well in EDH where it has a nice extended period of time to do some long term milling, and can grab up that valuable card that just went to your graveyard.
But another fun use of this card is messing with miracle decks that like using library manipulation like scroll rack and sensei's divining top.

It's entirely useless in any format other than EDH and maybe limited. But that's enough to give this the thumbs up to be printed, and it will find some uses.

@majinara: While Glimpse the Unthinkable is no doubt better in the milling department this is colorless and so available to anyone. Furthermore this is uncommon while Glimpse the Unthinkable is rare and even then colored cards often have more power than colorless ones (due to the nature of being available to all colors) and that is even multicolored; increasing its power a bit more.
And then last; it may return a card from your graveyard to your hand. I know Rise From The Grave puts a creature directly to play, but who says we want a creature? What about a Planeswalker? Or an anything-else-for-that-matter?
