Tibalt is probably one of the cheapest distractions red has. Killing a planeswalker is often harder than killing a creature is, and having even a repeatable Wild Guess type effect that can re-sort your hand is actually mildly helpful at times, especially if when ignored it can kill someone. Tibalt isn't supposed to be on the same level as the other planeswalkers, but getting him out earlier than any of them has it's benefits, particularly because it's early enough to dodge most counterspells and creatures that don't die to shock. And it makes his-4 more likely to do actual damage once it goes off. Toss him in with Howling Mine and have a blast drawing three cards for free every turn at the cost of one random discard.

I love the guy, but the one issue I have is that is second ability can't be used the turn he enters!
Even if it killed him, it would have been nice.
