Quality control failed. This is probably a placeholder design for a RG card which went to print by mistake. It's just too bad to be a deliberate design.

+3/+3 is good, but the haste is near useless at this cost, what are you going to be dropping that you can afford to pay 5 mana to give haste? So it's just 5 mana for the +3/+3, that's dreadful even in draft. Compare to Collective Blessing which costs 6 and everything gets +3/+3. Yes that's a rare but still, Primal Visitation is hopeless even in limited.

Bad card, could see it being useful if you got a free creature somehow, ie. somebody destroys your Thragtusk / Worldspine Wurm before you declared attackers. Waste of cardboard really.

If this gave +6/+6, I'd still play Verdant Embrace, Gigantiform and Epic Proportions over this.
If it cost , I'd be hard pressed to find a constructed application.

Can only think that *Primal* refers to Garruk P.H, even so boosting a free beast to a 6,6 with no evasion seems not that great.
