It's fine at uncommon. This isn't "cheap, decent removal" as many people are saying. It's the kind of removal that breaks limited.
Doomblade is the gold standard of creature removal. 2 mana, splashable instant creature destruction. No other color comes close to that efficiency of removal except red for 1-2 CMC drops (at the cost of being unable to remove anything big that drops later).
I honestly feel Murder should be the new standard of removal given the general slowing down of the metagame. Lightning bolt and Counterspell, despite being the gold standards of their respective class of spell, have clearly been considered too powerful for limited play. This should be next.

if this is considered Uncommon, I wouldn't be surprised if Terror comes back eventually to play 'Shock' to Doom Blade's Lightning Bolt. This is likely going to be considered Uncommon forever now. If it gets a Common reprint in the next two years, I'll be wrong.
But if it doesn't, two more Uncommon prints would be enough proof in my book to show they mean it. I would then actively search out original M10 Foils. They won't, like, go super crazy or anything, but going up even by just say, a couple of dollars (up to maybe $4-5?) would be enough to make a decent profit If you grab them all up now for 15 cents.
