I think that this card only gets annoying, if you are able to keep playing it over and over each turn.
Else, the card is half of the time a Time Walk, and half of the time a win.

hahahahahahahahahahahahahahahahahaha Funniest card I have ever seen! And SOOOO useful!!! The biggest downfall is ussssuuuually making dumb mistakes, and with this card you can make the dumb mistakes FOR those people!!! Rushing into an attack, wasting unsummons on your own creatures, paying life for some black effect, the possibilities are ENDLESS!!!!! I LOOVE IT!! I just thought of Ad Nauseam, itd be horrible, simply horrible, and quite cheap, but what a way to win hahaha. And theyre bringing it baaaack!!!!!

I've never had much problem with this card. Funny situations often arise from it, it rarely locks you out of the game completely, and it's not like it hits you early on very often, at least not outside of vintage - and frankly if you can't deal with being screwed like that you shouldn't be playing vintage. In casual I'd call it fun and interestingly powerful but rarely game-deciding on its own.
