Definitely one of my favorite artifacts ever, mostly because, well, look at it. I don't really see why anyone that plays artifacts wouldn't play with at least one. Or at least own one. It's just so... impressive. And entirely practical with Master Transmuter, as said before.

No, transmuter isn't required, there are also other ways, like Goblin Welder.
Leonin Abunas, Mycosynth Lattice & this lock things down pretty well, but Decree of Annihilation and Merciless Eviction still gets through...but Nevinyrral's Disk and Oblivion Ring don't get through the lock.
Throw in Pariah's Shield, True Believer, Grand Abolisher, Leyline of Sanctity and/or Worship to really be like the prerevisionist planeswalkers.
