I've won on turn 4 with that, I know that's not super cool but it felt great.
Turn 1, put this down.
turn 2 I put down Jace's erasure.
Turn 3 I cast Cloudkey and said "Artifacts".
Turn 4 I cast a second Top.
Tap first top, it goes to top of deck you draw a card, they mill one, you tap your second top to draw the first top and put the second one on top of the deck. They mill one.
Cast the top in your hand for free, swap it for the one on top of your library, each time you do this they mill one. Then just say you repeat it till they are decked :).
Not great, not a great thing to fall back on as your primary strategy, but it feels great when you do it.

One of the most broken artifacts in the Multiverse. Fun in EDH, I'm sure, but at the price it's going for I'd rather just buy a Ferrari.
