Play this.... with unrestricted moxen and black lotus.
Suddenly it seems very broken.

Its still a good card today! Best used if you can dump out your hand much faster then your opponents, and then cast this.

This is clearly good fun with Arcane Melee. It goes down to Timetwister cost and reloads your hand with a ton of spells to drop for cheap.

If you run a deck with lots of 3 or 4-ofs consider Diminishing Returns; it's also proof that this type of effect isn't broken at 4 CMC.

704.2. State-based actions are checked throughout the game and are not controlled by any player.
704.4. Unlike triggered abilities, state-based actions pay no attention to what happens during the
resolution of a spell or ability.
-- After you redraw your hand and the spell resolved, it would check the state-based effects to see if you do have cards in hand.

Love the combo with Psychosis Crawler! Except for one thing, it's wrong. You shuffle your hand back into your library. Yes, you draw 7 new cards ... but for that brief moment, Crawler the almighty is a lowly 0/0. No toughness, no existence; state-based event death. Same for the Teferi's Puzzle Box, or other empty your hand effects.
